Evaluation and Project Support of the Crimea Integration and Development Project (CIDP)

Following the return of more that 250'000 formerly deported people (FDP) to the Crimea in 1995, UNDP Ukraine initiated the CIDP. The project's aim was to contribute to the re-integration of FDP in a manner that would help maintain peace and stability in the area. The project essentially consists of four components: social services development, basic infrastructure, economic development, income generation, and capacity building. Swiss involvement in CIDP started in 1996 with the support of the infrastructure component including construction of water supply and sewerage systems, drainage, schools and health facilities. In its fifth year of operation UNDP conducted an evaluation.

Skat represented SDC in the joint evaluation and thereafter was entrusted to provide support to the staff of the UNDP Programme office in Simferopol in conceptual, institutional, operational and social aspects of the Programme. Skat's inputs included a comprehensive evaluation of the communal infrastructure components including water supply and sanitation and provision of regular backstopping and programme support services to assist CIDP in the planning of efficient and effective future infrastructure development. In addition Skat substantially contributed to the introduction of a people centred approach that emphasises broad participation and involvement of the communities through social mobilisation through all stages of project planning, decision-making implementation and operation and Maintenance.
