Monitoring of the PP2 for Sida

The Pungwe Basin Transboundary Integrated Water Resources Management and Development Programme (PP2), supported by Sida, is a collaborative endeavour of the two riparian Governments, Mozambique and Zimbabwe, to address key social, economic, environmental and institutional challenges in the basin. The overall objective of the five-year programme is to contribute to poverty reduction and environmental sustainability in the basin through strengthening relevant institutions, stakeholders and systems at all appropriate levels for the joint, integrated and sustainable management of its water resources. The programme aims at stimulating and supporting institutional structures and facilities for increased development-oriented investments in the basin, at the same time as it provides actual financing of several critical development projects.

The objective of the assignment is to monitor programme implementation and find out if it is proceeding as planned as well as identifying weaknesses and propose how to handle these. The consultants of the consortium hydrophil GmbH (Austria) / Skat serve as advisors to Sida to support it in its follow-up of the PP2 and assure close monitoring and quality control focused on results and implementation efficiency. The team leader is provided by Skat (B. Duffau, associated expert) and hydrophil GmbH (Austria) makes available additional experts whilst assuring project management. The services cover the period between July 2008 and October 2010, with an option for extension of the contract up to April 2012. The main services rendered by the consultants consist of annual monitoring missions and ad-hoc support services (e.g. assessment of reports, preparations for meetings, answering of specific enquires) delivered to Sida upon demand.
