Evaluation of the trail bridge sub-sector programme in Nepal
Working in Conflict: In Nepal, the Swiss Government is supporting trail bridge building through Helvetas, via the Trail Bridge Sub-Sector Programme (TBSSP). In February/March 2004, Skat conducted an external review mission of TBSSP. Focus of the evaluation was the assessment of the impact of the worsening Maoist insurgency on the programme activities. The basic features of the project’s process are that communities organise themselves, that they participate in decision-making and that they contribute substantially towards the accomplishment of bridges. This process still works well and TBSSP has become the main player in the bridge building sub-sector of Nepal, combining technical excellence with social competence. This cachet ensures that the Maoists continue to tolerate the programmes’ activities in the regions under their control. Nevertheless, TBSSP must be prepared to react swiftly and appropriately in response to changes in the current positions of any of these actors.
