Planning of the Strategies for Juvenile Crime Prevention Project

Skat was mandated by the Swiss Agency for Development and Cooperation (SDC) to facilitate the project design process for a larger second phase of the Strategies for Juvenile Crime Prevention project (2006-09). Skat undertook this assignment in close collaboration with SDC’s Cooperation Office Ukraine in Kiev and the local implementing partner organisations.
Skat prepared a project document and analysed potential links to SDC’s governance projects in Ukraine. Skat supported the planning process in developing together with the local implementers the overall project goal, which was to design and introduce an innovative and comprehensive system for the prevention of juvenile crime in Ukraine.  The project components include capacity building of the police, with special focus on the juvenile crime police, piloting tools for practice oriented activities, improving the legal framework with regard to preventive measures, and a cross-sector coordination of governmental and non-governmental institutions.
