Conceptual Framework for Municipal Solid waste Management in Low-Income Countries

This paper is a result of the UMP/SDC collaborative programme and provides brief definitions of the main concepts of municipal solid waste management (MSWM) and identifies the goals and principles that normally guide MSWM system development. It discusses key objectives and issues which should be addressed by MSWM strategies with regard to political, institutional, social, financial and technical aspects. Solid waste management is seen as an important entry point for integrated urban management support; this document concludes by outlining possible directions for development co-operation. The framework outlined in this report is not seen as a finished product; it is expected that it will be further elaborated by the UMP and its partners. The report is concise, yet comprehensive. It is well laid out with clear headings, and summaries that enable the busy reader to find the issues of principal concern. Though the title suggests that this publication is relevant to only low-income countries, it is clearly applicable to more prosperous situations also, giving the reader a clear understanding of the breadth of interests and complex interrelationships that are part of effective municipal solid waste management. |
